Nepal Oil Corporation (NOC) Digital Management System

A enterprise-grade, high-concurrency portal for real-time fuel tracking, depot price updates, and distribution management.

Nepal Oil Corporation (NOC) Digital Management System

Executive Summary

Developed an enterprise-grade digital portal and management backend for Nepal Oil Corporation (NOC), state-owned enterprise responsible for importing, storing, and distributing petroleum products across Nepal. Built with Next.js on the frontend and Laravel as the API engine, the system centralizes real-time depot fuel pricing, provincial dealer management, public transparency, and administrative workflows into a high-performance web platform.

The Problem

  • Dynamic Regional Pricing: Fuel rates vary across different provincial depots and transit tiers (e.g., Category 1, 2, and 3 depots). Manual pricing updates were prone to delays and synchronization issues.

  • Complex Data Distribution: Managing information across provincial offices, fuel depots, tank truck logs, and thousands of authorized dealers needed a centralized dashboard.

  • High-Traffic Public Demand: Price adjustments cause sudden spikes in public traffic, requiring a fast, lightweight frontend to handle high concurrent requests without failing.

Key Technical Contributions & Features

1. Decoupled Frontend (Next.js)

  • Built a multi-tenant client interface focused on low page latency and accessibility across low-bandwidth environments in remote regions of Nepal.

  • Implemented Server-Side Rendering (SSR) and Incremental Static Regeneration (ISR) for dynamic pages like fuel price tables and depot notifications, maintaining quick page loads during traffic surges.

  • Developed responsive UI components using Tailwind CSS to display multi-category pricing (Petrol, Diesel, Kerosene, LPG, Aviation Turbine Fuel) and interactive dealer listings.

2. Robust API Backend (Laravel)

  • Designed a RESTful API architecture in Laravel to handle data validation, role-based access control (RBAC), and admin workflows.

  • Engineered database schemas in MySQL to manage provincial branches, depot-wise stock levels, tank truck details, and public notices.

  • Implemented structured audit logs and secure authentication for administrative access.

3. Real-Time Price & Notice Distribution Engine

  • Created an automated pricing management module allowing admins to update category-wise pricing per depot (e.g., Amlekhgunj, Thankot, Pokhara) with instant cache invalidation.

  • Built a document and notice publishing system for instant updates regarding tenders, official releases, and public grievances.

Key Results & Impact

  • Performance: Achieved sub-second page loads globally by decoupling the Next.js frontend from the Laravel backend.

  • Operational Efficiency: Reduced the time required to broadcast national fuel price updates across provincial depots from hours to seconds.

  • Scalability: Designed the backend to handle high request volumes without bottlenecking database operations during peak announcement periods.
